Can I use my own router?

Basically as per the subject title, can I use my own Netgear router instead of the Plusnet 2704N? Simply because the Netgear router i've got is much better.

Yes you can - PlusNet have always been happy for users to use their own equipment.

One other thing, is the 2704N 54Mbps or higher? And what does that actually mean? As i've also got a Belkin Wireless N600 Modem ADSL Router which is up-to 300Mbps, what does that actually mean as ADSL isn't very fast anyway.

This is referring to Wifi speed. As long as it's faster than the ADSL speed then it's only relevant if you have a network of devices and are transferring data between computers.
The Plusnet Hub Zero is a very basic device so using your own router is a good idea.

As others have mentioned, you're free to use your own router as long as it's compatible with ADSL, and the speeds you've mentioned do refer to the WiFi speeds coming from the router to your devices.

You can obviously use speed checkers to see your wifi speed but a free download of inSSIDer will compare your routers individually round the house and indicate other routers on similar channels.
