From the size of it my suspicion is that it's an extension and the 'real' master socket is elsewhere in the property, possibly replaced by a junction box. I have used these on extensions in the past.

Could be, @Baldrick1 , but it should be easy to find the master socket - just locate where the drop-wire enters the property?

It is actually one of the VERY early BTOR attempts at a DSL faceplate. It was installed for early adopters of ADSL. I'm sure we had one in the office pre 21st century!
One of its problems is that the DSL port is actually an RJ45 rather than RJ11. An RJ11 plug, however, will fit the socket. Given its age my concern would be deteriation of the contact surfaces.
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

Looking at the picture I would be careful when taking the faceplate and the wall socket off the wall as it looks like paint might have stuck to both, I suggest using a Stanley knife (other makes are available) with a new blade and gently score around the edge of them
