I expect in the end it all comes down to a company being paid per survey per popup.

I was not exclusively blaming any particular cleaning program. I do think it's likely to have something to do with people's computer set-up, security software, browser settings (set to clear history on exit) or extensions that block things.

@shutter If memory serves, your usual browser is Firefox? If so, isn't there some setting to do with clearing cookies on exit - though they can be whitelisted?

I personally don't see the point of it at all.
Why have it enabled, when there is the Community Site Feedback forum in which people can post to if they feel they need to.

Yes my browser is Firefox.... but there aint no setting to do with clearing cookies on exit...
as a point of interest.... there is an option to "block popup windows".... which has a tick next to it... so that ain`t working for this particular problem...

Is https://community.plus.net in the Exceptions list for Pop-up Blocking?

The 'Never remember history' option is deleting the cookie which could prevent the survey from reappearing.
So... to stop PlusNet forum harassing and bullying me into submission, with the popup survey request... I must allow my surfing history to be remembered ? ? ? really ? that may be alright with you...
surely, the popup software should have been written properly, to accept.. NO means NO... and not keep "popping up" ... otherwise there is no point in asking the question...... IS THERE ?
DO people who have done the survey. get this kind of harassment ? if they also have the "never remember history" ? ? ?

@shutter on Firefox /options /History on the box drop down menu you can set use custom settings .
then at bottom of list , Clear history when you close firefox / settings
There is a check box to clear or keep Cookies , untick the cookies
It should only then clear history and keep the cookie

You could try using custom history settings to keep the cookies while still clearing the "places" history.
Even if you clear the history on your own computer, Plusnet and all the websites you visit will still have logs of what you've been doing. What's stored on my own computer is the least of my worries as I'm the only person who uses it. If someone really wants to steal it or get some sort of warrant to take it away and examine it to look through my Internet history there's not a lot I can do to stop them.

I was just about to post this link when i saw that @rongtw and @ejs had beaten me to the advice..
judicious use of the 'Custom' option should achieve a result.
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

... the only way to solve "the problem"... is for the script writers to write sensible programming, so that when you have clicked on "No Thanks".... it remembers that you don`t want to take part in the survey...The way it is written at the moment, shows utter laziness, and , I suspect, an inablity to do good programming.
I agree with @shutter !
To solve the 'cookie' problem, surely this is all that is needed -
IF cookie doesn't exist THEN
{
IF user has consented to allowing cookies on this site THEN
{
CREATE cookie SET cookie creation date to current date }
} ELSE
{ IF (current date - cookie creation date) > 90 days THEN
{ DELETE the cookie display the survey } }
END
In this scenario, anyone clearing their cookies won't get needlessly harassed.
As has been pointed out regarding the EU cookie law, the existing survey cookie is required to stop the survey appearing , doing it with the above logic means that customers who DON'T consent to cookies won't be needlessly bothered !
