its because its only a partial quote and not a full one, if you want the headers, do a full quote and then edit out the superfluous bits

I copied a line and then put inside quotes, thats the button over the head (2nd from right)

The rule should stay as it. On a couple of other forums I visit occasionally it is extremely annoying to see full quotes of posts especially when the post space in general doesn't cover the full screen width due to adverts, links etc. You can end up scrolling through several pages just to see a couple of replies.
