For me (on EE connection), login route works (as in I can get to the form), direct to https://secure.nsandi.com doesn't. The traceroute was just for info to show the AS assignments as per @Dan_the_Van's earlier post.

I'm seeing issues with other services (proshipping.royalmail.com) but same IP block , which started precisely 00:00 9th July.. I suspect there's a BGP update gone wrong with their upstream network provider to certain blocks of IPs that PlusNet (and possibly others) use.

Whois reports that IP range is allocated to Atos IT Services UK, and as it's only a small subset of the internet, I suspect they're none the wiser as to the issue until their customers (the service providers using their systems) raise a ticket with them, which may be the next hardest thing to do given the lack of access to the relevant technical people needed. I'm trying via my contacts at Royal Mail but unless you've had some experienced in the game of internet routing it's not easy to comprehend!

To repeat my question earlier in the thread, (possibly rhetorically):

Why are some PN users, eg the OP, @Clarissa, unable to access either the NS&I direct login page or the homepage, but others, including myself, although the direct link to the login page doesn't work, can still gain access to our NS&I accounts via their homepage and the link on there?

I'm on Plusnet FTTC.

So am I. But I too can get the NS&I homepage OK, but not the login page. Either directly or via the home page.

I've enabled a VPN app on my iPad. 

https://secure.nsandi.com returns a 'too many http requests' and https://secure2.nsandi.com hangs indefinately, but login through the menu does work - I didn't log in as I don't trust free VPN clients.

It does begin to look like an IP range block, some of us have an address begining with 2 and others 7, thats a big block.

@Mav could have the answer if he can work out the difference between his and his other half's connections..
