I submitted a location change to google but nothing has changed yet . Any suggestions ?

Google and Youtube obviously are using inaccurate/out of date location data. Where does this https://www.iplocation.net/ip-lookup say your location is?

That says Great Britain and various Plusnet locations across the country so yeah it’s a google issue

And Google won't amend/update their records at your request - that requires them to ask their Location Service Providers to supply up-to-date info (and pay for it) and then spend time and effort in updating their own internal records.
TBH, I'm a little surprised that they, of all company's, are so far behind the curve on this.

how to fix then? It was ok prior to the weekend. Shall I just reboot to get a new external ip and hope ? Must admit I didn’t have this problem once in the 5 years I was with BT

That is possibly the only way, but wait 15 minutes or so between switching of/restarting, as PN IPs are a bit 'sticky'. It may be an even better idea, if feasible, to leave the Hub switched off overnight.
