Losing top download speed since registering last year.

When I've been downloading games on Steam I've noticed my max speed has dropped. 4.6MB/s used to be my cap, but now it's hovering around 2.9 / 3.1 at best. Even online it says my line is at best 31MB.
My confirmation email states I could of expected 46MB which I was getting. Even in the test socket things are still low; disappointing. Can someone look into this for me please? Thanks.

I've just been taking a look into this for you, line tests aren't showing signs of any issues, if you've noticed the dip in speeds over WiFi it would be worth testing speeds over a wired connection just to see how they compare, if that looks no different it would be best following the checks here next: https://www.plus.net/help/broadband/connection-troubleshooting/ otherwise if it does seem to be specific to WiFi we'll be able to log into your router from here and make a few changes which should fix it.

Thanks, Wired is still the same sadly. I actually get max speed with wifi as i'm right near the hub - STEAM (A PC game client) is really good with it's speed, so I always know my true max when a game is downloading.
Currently downloading updates as we speak and it's bobbing around 2.9 to 3.6 - Still a little bit down from the 4.5 I was getting but it's slower on other days.

That's a shame and cheers for giving that a try, if you can try running through the troubleshooting I linked you too next and let me know when you have and we'll be able to look into it further.

I've done a bit of digging and from what I can see your router's sync speed is 'banded' to a max of 35mbps by the dynamic line management (DLM) software at the cabinet. I've arranged for the settings to be reset, which should happen within the next 3 working days and hopefully increase your speed to where they were before.
Let me know how it goes.
