Ah! a Killer 2400 Nic. A quick google turned this up https://answers.microsoft.com/en-us/windows/forum/all/win-10-pro-22h2-ethernet-upload-speed-slow/9b9... which includes this

Surprised I figured it out. My PC (Dell) uses the Killer E2400 Gigabit Ethernet Controller. Turning off the Killer Prioritization Engine fixed this problem.

Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

Well that’s another user side consideration to be added to the “My FTTP ain’t as fast as it should be…” hidden causes list!

Apparently I can expect the 'Killer Prioritisation Engine' to 're-enable' itself if the posts by 'MidwestSteve' are to be believed (Intel Community forum - https://community.intel.com/t5/Ethernet-Products/Killer-Intelligence-Center-Slow-Upload-Speed/td-p/1...) is to be believed (he's the one who originally posted the issue on the Microsoft Community forum.....and figured out the solution (which @MisterW managed to find).
