Hi i noticed that my download speed has dropped alot, i have been looking at old speed tests and over the last year or 2 i have dropped from high 30's - low 40's Mbps to mid 20's at best
Could i get a DLM reset maybe to try get it back up to what was was getting?

Welcome to the forums, @cgordon . A DLM reset may not resolve your perceived problems. Sight of your Help desk tab (with personal details removed), and the result of a BTW Performance Tester (Advanced Diagnostics) would possibly be a better place to start

My current line speed is below the minimum guaranteed speed and i have multipul saved speed tests from 2019 and 2020 of my download speed at 38 Mbps and even as high as 44 Mbps

As you say, your current line speed is below the guaranteed minimum, but we need to discover why. Sight of your Help Desk tab from the router would possibly give us some insight.

Which router do you use? We really need your router statistics - Noise margins &c.

Also sync speeds and attainable speeds
Sight of the result of entering your phone number in the BTW DS:L Checker will also help - hide your phone number though.

Something is definitely a bit flaky there, but I can't work out what. Did you spot @Mustrum 's edit asking for details of the BT Broadband checker?

i have had the issue before a good few years ago, been with plus net years and years last time DLM reset bummped me back up to around 40Mbps thats why i asked for one.

Thanks. Whilst a DLM reset will no doubt increase your speeds again, you really should chase PN to sort out the underlying problem which keeps reducing your speeds.
How is your phone line, any noise or crackles, dial 17070 option 2 - is it your number and is it quiet?

thanks, phone line seems fine the speed will be stable for years at a time then i notice a drop its not like a drops every week or even month, this is the second time in 10 years id guess, only noticed it recently with the kids home lots ran a few speed tests
2018 41.6 down
2019 38.1 down
in 2020 i have one 28.5 down
and now its low to mid 20's

Thanks a lot for reaching out. It appears that on 21/08/2021, the line cut out 52 times, there's no way of knowing introspectively why, but I can see that DLM did slow the line down, and capped your download speed to 30Mbps as a result of this.
Going forward, I've raised this issue with my colleague, who will be requesting a DLM reset with our suppliers, please allow around three working days for this to be completed.
Current profile - Downstream: 0.128M-30M with Retransmission (High). Upstream: 0.128M-20M with Retransmission (Low)

Funny but I'm seeing the same, my usual speed is about 32M down. 8.5M up, but over the last week the rate has dropped, using BroadBandSpeedChecker I Get

10 ms 23.97 Mb/s 7.92 Mb/s
We had a power outage about 10 days ago, so the router has been rebooted . I suspect the speed drooff since then but I didn't check for a few days so can't confirm the two correlate
