In that case I suggest you call in and raise a fault. It does seem like it MIGHT be a provisioning fault. Having said that, whilst we have seen FTTP connections provisioned wrongly, it usually means that both downstream and upstream are incorrect. I dont think I've seen one where only the upstream is wrong. That's not to say it can't be!.
Plusnet faults ought to be able to run a speed test directly on the ONT, thus eliminating your equipemnt as a possible cause.
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

I have tested and it's still 20mbps upload. Even wired.

What was the special speed test that they emailed you ?

OK that result shows that you're not doing anything weird and that your PC and router aren't limiting.
Given that Plusnet support say that your ONT is syncing at 30Mbps (which for now we will have to trust as true),
the only thing left that might be wrong is the Openreach upload "IP Profile".
Openreach apply an "IP Profile" (speed limiter) to both the upload and download paths, to limit the maximum data rates that can be sent and received over your broadband connection. This is done mostly to reduce packet loss and retransmissions occurring at the slowest point on the internet connection (i.e. at your modem/router), it also allows Openreach to apply the speed ratings associated with the broadband product you've subscribed to (in your case it 'should' be 145/30Mbps).
The "IP Profile" IS NOT the same thing as the sync rate that your ONT is claiming to be set to, but is related.
On all Openreach broadband connections the download "IP Profile" should ideally be set to slightly less than the modem's (ONT) sync speed, whereas the upload "IP Profile" is often set at the data rate associated with your broadband product (in your case 30Mbps).
However, even if your ONT is syncing at 30Mbps (as claimed), if the upload "IP Profile" associated with your account has been incorrectly configured to 20Mbps, the effect you would see is that your speed test upload result would be almost exactly 20Mbps - which is what every test you've done so far has shown.
As far as I know the only way for you to check your "IP Profile", is running the BT Wholesale Broadband Performance Test
As an example, on my 80/20Mbps FTTC connection I get the result shown below
in my case my download "IP Profile" is 72.5Mbps, and upload is limited to a 20Mbps "IP Profile"
therefore no matter what sync speeds my modem says, my connection throughput is throttled to 72.5/20Mbps.
To test your connection to discover your "IP Profile" settings ,run the BT Wholesale Broadband Performance Test
hit the "GO" button, and let the basic speed test run,
then hit the <Additional Diagnostic> button, to get you to this screen -
click on the <Broadband Service ID (BBEU)> button
then in the box below, enter the BBEU that you need to ask Plusnet for,
and hit the <Run Diagnostic> button.
Let the test run, and ignore any browser warnings about the test taking too long, just let it run until a result is displayed.
Hopefully this will prove one way or another whether your upload is restricted to 20Mbps or 30Mbps !
The BBEU is just an identifier for your broadband connection, it is the equivalent of having a telephone number associated with your landline. Plusnet support should tell you your BBEU when you ask for it, as many people on this forum have done.

I have asked Plusnet for my BBEU but they still haven't provided it, and the agent I spoke to the other day over the phone that apparently made changes to my settings also didn't provide it.

The download speed achieved during the test was: 144.81Mbps
The upload speed achieved during the test was: 31.31Mbps.
I am stumped at what is causing the result to be 20 everywhere else, including Plusnets own speed tester they sent me!
