My Neighbour gets Fibre, but I can't on the same estate........... not simple please read.

Afternoon all,
this has been kicking about for nearly a year I thought I would try to progress on here.
I contacted OpenReach directly (after discussing with 2 engineers on my street).
I have also contacted PlusNet directly and have had no follow up.
This was over 2 months ago. Let me explain:
A neigbour of mine has full fibre speeds and signed up over a year ago when OpenReach had 'finished' installing full fibre to our estate. There was lots of advertising on the exchange cabinets. For a number of weeks work commenced until they all left the estate.
I check on a regular basis and I still have no option to upgrade. Conversations with PlusNet state I can get Fibre in my area but won't allow for a particular postcode of a group of houses. I spoke to the Engineers who where working round the corner and they were kind enough to come over to my property to check. They lifted the inspection cover in the path to show I had no connection, then they went over the road and checked the cover directly opposite. This had a roll of spooled up cable (they stated it looked new) and some blue rope for fishing purposes. They then checked the area and said Fibre 'had' been installed and it was odd as it looked like it hadn't been finished, even though that was over a year ago (install dates).
They said it had been done by a subcontractor of OpenReach and it was unclear why they had not finished the entire estate.
I don't know where to go from here, OpenReach haven't responded and PlusNet have yet to give me any update and its been over 2 months.

@Larsdowg Welcome to the Community Forums.
This could be due to an error in the OR records. To check enter your phone number in here https://www.broadbandchecker.btwholesale.com/#/ADSL and see if WBC FTTP is available.
If not then select the Address Checker tab at the top of the page and try that. If the two results disagree then that is the problem. This can be corrected by Plusnet submitting an ORDI request to OR.

If I read the post correctly then the Network is not complete - OR engineers showed the OP the u/g chamber serving the house.
Only OR can answer this one - it's getting an answer out of them that's the problem. A staff member might be able to help.
The OP could check the following to see what OR say about their address

@bmc I agree that it looks like the network is not complete. However if the line was intended to be installed at the sddress then surely the records are wrong as well?
If the records were correct wouldn't you expect them to show that FTTP was available, but when the installer turned up they would find that the fibre had not been pulled through?

I have looked at the checker and had the following response:
FTTP is not available.
The exchange is not in a current fibre priority programme
WLR is currently available at the exchange
SOADSL is not restricted at the exchange
For all ADSL and WBC Fibre to the Cabinet (VDSL or G.fast) services, the stable line rate will be determined during the first 10 days of service usage.
For all SOADSL services,the stable line rate will be determined during the first 10 days of service usage.
Actual speeds experienced by end users and quoted by CPs will be lower due to a number of factors within and external to BT's network, Communication Providers' networks and within customer premises.
If you decide to place an order for a WBC fibre product, an appointment may be required for an engineer to visit the end user's premises to supply the service
In order to be eligible for handback, downstream speed should be less than Downstream Handback Threshold values.
Mildenhall exchange:Only single order products are available and ADSL and ADSL2+ products are not shown as available.However for premises that can only be served by SOADSL, BT will continue to accept ADSL and ADSL2+ orders until SOADSL is available.Thank you for your interest
What I find odd is this 'The exchange is not in a current fibre priority programme' Does that mean they have finished where they left off and moved on?

Seems to be available at No.1 of my street but not my house a few door down..... using the BT checker.
The estate was built in about 2002-2003 and it seems last year they did over 3/4 to 4/5 of the estate and did not complete.
Really odd.

Did you get the same results from both the Telephone Number and Address chacks?

I'm in a similar situation in the village I live in. There are basically 3 roads. About 2 years ago one road had no end of trouble with their broadband connections so OR made fttp available the them but the other 2 roads are left with fttc. OR did predict that the rest of the village would be upgraded in late 2022 but nothing ever happened. I signed up for updates from OR but nothing has moved on in 18 months.
I'm resigned to just being patient. On the plus side I still have my landline It is a bit frustrating though, as net door but one is where the full fibre availability starts.
IT would be helpful if OR published and refreshed their plans so we knew where we stood.
