Does the plusnet hub one only work when its connected to the openreach socket?

So ive got a plusnet hub one router and want to use it with my home internet which is with Vodafone. The network uses a vodafone router and I thought that since the plusnet router has a ethernet port for WAN id just be able to plug it into that but the internet is not getting to the router. The ethernet cable and connection is fine(from the vodafone router) as ive plugged it into my laptop, the plusnet router just is not accepting it.

Do i need to change some settings in the router or does it just not work like this?

(Im wanting to use the router as one of 2 things, a smaller network on my home network, or a wifi repeater)
