ideally I'd even like to do it with a wifi connection instead of ethernet cable? is that possible?

@whatsisname22 Why would you want to do this? The Hub1 is generally regarded as not much good (or worse). Surely the HUB2 connected to the incoming service will give better performance, particularly on Wi-fi. I would think the opposite of your proposal would be a more sensible idea, re-purpose the Hub1 as a wi-fi access point, and put it very near the devices that it is supplying. As it is not a Wi-Fi extender it will need an ethernet connection from the Hub2 router.

As @RealAleMadrid bhas advised, use the Hub 2 as the main device. You might find that you don’t need the Access Point. To turn a Hub One into an AP see here. https://community.plus.net/t5/My-Router/Using-a-2nd-Plusnet-Hub1-as-a-Wireless-Access-point/m-p/1385...
Connect the two together with an Ethernet cable between yellow LAN sockets at both ends.
