That depends giro, 60GB is more than enough for me including UNMETERED  usage midnight till 8am, What other ISP can say that( Truthfully)

Oddly enough your argument doesn't seem to hold up.
For the users who are under the usage limit by a GB or so they wouldn't go above 10GB but for those who are just about on the limit an increase in usage of 1GB would either generate no income because they have put a cap on it or they get hit for an extra charge of £5.
Therefore - Jim puts his cynics hat on  Roll_eyes - an increase in usage because of ADSL2+, assuming it happens, could actually generate more income for Plusnet.
As, like yourself, I have no idea how the costing is worked out the following is pure guesswork.
Users who only surf the web, receive emails, etc. plus some streaming won't cost Plusnet any more as the total instantaneous demand in Gb's would hardly change (as the effect of loading a website in 200 ms instead of 400 ms would average out at the same load per second) and the only downloading they would do is things like Microsoft Patches which are heavily rate limited anyway.

Correct and this also applies to Extra  and Pro customers as the basic limiting factor is the roll out of 21CN across the country by BTw

i'm happy with value
but honestly the usage is so low and  i'm tired off checking it
i cant stream video  very much otherwise within an hour or two i'm out of petrol
i'm willing to drive a little slower
i agree with  the OP who started the thread

but plusnet has no  product offering what I already have but with a lot more usage

not at all
ASDL  MAX upto  8MB + 60 GB usage
its not uncommon tiscali have it  and  4 million of their customers used to pay for it
