My guess is that a lot of users previously on 40/20 have re-contracted and are now on 40/2 as well as those staying on their existing package being moved to 55/10.

I rather think these comparisons are totally [-Censored-] made by bodies who do not understand the issues. Upload speeds at these levels is more predicated on the quality (or lack of) in / length of the BT d-side network ... which is darned all to do with which ISP one uses.
In another browser tab, login into the Plusnet user portal BEFORE clicking the fault & ticket links
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

Or in this case, it will be strongly linked to the proportion of customers choosing (or staying on or being stuck on) ADSL, and whichever FTTC speed options are available. If people want the cheapest possible FTTC, it's likely to be 40/2. If people want 40/10 or 55/10, they'll have to find an ISP selling that, so not Plusnet.
Hyperoptic and Gigaclear also had drops in their average speeds - probably due to more of their customers opting for slower speeds at lower prices.

When comparing who can get 10mbps or 20mbps upload I agree the d-side will be significant. But I bet over well 90% of Plusnet's 40/2 users (who will be the majority of their user base) could get well over 2mbps upload so nothing to do with the d-side.

Agree. I'd say the the switch from 20mbps across the board to 2mbps at entry level (and a bit of recontracting) is almost certainly the cause.
Had the latter always been the case, the change would probably have been positive like every other ISP.
