Presumably most speedtests measure and display data throughput speeds. Assuming a 1492 MTU, adding the size of the TCP and IP headers, the result is pretty much the same as the IP profile:
75.30 × 1492/1452 = 77.37
Which should be expected since the IP profile figure allows for most of the overheads.

The changes to the wording are just that, wording. The packages are still unlimited, no rate limits or restrictions.
