You could post some stats from your router.
Meanwhile a warm welcome to PN and the forum Joe.
As a matter of interest what gateway are you on?
You can find out by clicking the link in my sig below.

Thanks for the welcome
I got "You are currently connected to the "City Lifeline, Juniper 10" gateway. This gateway is sometimes known as pcl-ag03"
What does that mean?

A (the) gateway is the entry point to the network in simple terms. Some are busier than others and at peak times can be more congested. PN try to ensure they are as balanced as possible.
In answer to the questions in your initial post, as you were probably on a BT IPstream connection with your O2 Access package, that is likely to be the same now. Your stats are very good, you're obviously within spitting distance of the exchange (well 1.5km anyway!)
As far as the performance you've seen, with your stats, you should see better when the network is fixed - one or two issues at the moment, it's not normally like it.
Edit: You may want to read this about traffic management

Yeah it says I am 282 metres from the exchange which is a straight line distance so will be higher.
I am just amazed how on o2 I have been getting 0.5MBs and now I average around 6.7MBs
I can't see how it can get much faster!
