Let's not deflect the thread please.  It is a fair pair of questions - assuming the "is" was supposed to read "if".  As ever it depends on how you read a potentially ambitious question.
"If the line is 8km..." I read as a challenge to BTOR's reported measurement.
"How could he have possibly got..." Both seeks to challenge the OP's memory, but imply that if he had that speed, then the line cannot have been (electrically) 8km at that time.
As you have suggested, something is amiss here, something has changed or seriously deteriorated in the BTOR world.
Hopefully a more experience fault manager will pick this up, check BTw's historical data and challenge BTOR's testing procedures / kit, for if the users router will synch, but the test kit will not, BTOR need to question their kit.

Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.
