Before you say anything, Yes, I understand what the "Up To xxMb" means, but the service I am getting is only just marginally faster than TalkTalk.
Will this speed ever improve? Or should I now start regreting ever leaving TalkTalk?

What are your line stats from your router (also state what router you are using)
What does a bt speedtest give you (speedtester.bt.com) - this will also state your IP profile
What does it say under high speed broadband on your member centre under connection settings. This will show what IP profile Plusnet are using which should match the BT one. If its lower that will explain the speed resuvction which should correct itself within a day or so.
If this is a new connection you will be in the 10 day testing period... An occasional reboot may help but not too frequently as it could affect your overall speeds.

to get your router stats see http://www.kitz.co.uk/adsl/frogstats.php
No more than one reboot a day, and it should be in the period of half hour after Sunrise and before 2 PM to get your best speed

BT Speedtest reports 2.93Mb, but nothing about my IP Profile (mind you it is the Beta version of the Speedtest).

I can't find anything that gives the IP Profile in that area.

Indeed, the service has only been active for the past 18 hours.

I've just nudged your profile up to 3000, but in order to get better you will have to increase your sync rate. Can you use a new filter and plug into the test socket? Let me know if you do that and I'll take another look.

If the line really has just been enabled for a few hours, then you can expect is to drop a little as the target SNR is unlikely to stay at 6dB which it is now. Be happy if you end up on a 9dB setting and stay at about 2.8Mb/s
Do you have any speedtest.net results to share from when you were on TalkTalk?

I haven't seen an improvement in there and, as others have suggested, it does seem about right for the length of line you have.
