Experiencing unstable ping and high latency

Son is complaining that he is receiving ping spikes in games, he has tried changing DNS multiple times, we tried switching to a static IP and that hasn’t proved helpful. Looking at ping tests both online and using applications, we can see that there is large ping jumps on multiple servers, experiencing no packet loss but consistent upload and download speeds. He says that although it reaches lows of 10ms, it jumps to sometimes over 100ms meaning that he rubber bands in game. Overall, high ping spikes on everything even when looking at YouTube or pinging a simple website such as google on command prompt

fwiw, looks like you have longish VDSL/FTTC copper line (500-600m?), not full fibre FTTP, if you are only seeing 40mb download speed? A plusnet CS agent may be able to tell you if there is a line fault?
Is anyone else in the household using broadband when 100ms pings are occurring?
What router are you using?
If it is a 3rd party router, is QoS enabled?
Have you tried plugging the router into Engineer's test socket to rule out defective internal phone wiring?
As you now have a static IP, see if BQM records any packet loss.
