Do they need to install new copper between the street cab and the living room socket?

No, they need to install a Fibre cabinet next to your current street cab - which they won't - and then connect the fibre cab to the copper one. FTTC means Fibre To The Cabinet, the 'last mile', or more precisely the connection from said cab to your property is then the only copper, and does not change.

Why aren't they going to install a new fibre cab next to the existing one?

Probably because it is an expensive undertaking, and if Full Fibre is to be installed in the near future, not a cost-effective venture.
