Is Plusnet throttling Ubuntu servers!!!!???

I am getting nearly 50 MB/s on speed tests but sometimes as low as 100 kB/s on downloading critical updates from Ubuntu servers.

Is the the Ubuntu servers or is plusnet or the network playing some nonsense game with us thinking we are torrenting?

I use Linux Mint, which you may be aware is based on Ubuntu, and uses Ubuntu servers for some of its updates.

I have not experienced any issues with any updates on a regular basis - sometimes, (very occasionally), it slows down a bit - but I just try again a bit later and all is OK.

My broadband syncs at the full 80/20 and updates usually show as downloading at around 8M - usually between 7 and 9.

 

In Linux Mint there is a facility to select which mirrors you use. The defaults seem to be in the USA and can be slow. I don't know if there is something similar in Ubuntu? (In Mint, it is under "Software Sources".

I agree that it is dependent on the mirror you use - I have a 500Mbps connection (not Plusnet) and I can get the full bandwidth with some mirrors (most of the time), and much less on others. The fastest are not necessarily the closest, and it depends on the peering of the networks involved.
