OK, so what exactly is a cease order, and why should there be one on my phone?

It's now two months since I moved, and I still don't have my broadband back. That's not actually plus's fault, mostly farce involving Post Office phones and BT, and trying to keep my old number.
But now it's two months later, there's a cease order on my line, plus is repeatedly unable to place my broadband order (re-order?)...
All I really want to know is what a cease order is, and plausible reasons why one ended up on my line.

Basically it's an order from the current phone provider (whoever you currently pay your line rental to) to cancel the phone line. For various reasons we can't place an order for broadband if that's the case. The only way you'll be able to get rid of that is by requesting it of the current provider.
Once removed we'll be able to get the broadband sorted and also move the phone service over to us with no downtime, should you wish.
