Is it possible that other devices in your home were accessing the internet when you did the speed test ? - as anything else doing any sort of download will reduce the upload result in a speed test.
Having a very low upload speed like that can be an indication that your line is affected by local electrical interference within your house, or that you have sub-optimal wiring (for broadband) on your Openreach Master Socket, or that your DSL filter isn't working properly.
- Do you have any iPhones or iPads in the house ?
- Do you have ANY telephone extension sockets in your house ?
- Does your Openreach Master Socket have a filtered faceplate with a PHONE and a DSL socket ?
- Is your broadband router plugged in to the front of the Openreach Master Socket ?
- How long is the cable between your router and the Master Socket ?
- Are you using any powerline adaptors to extend your network to other rooms in your house via the mains wiring ?
- Do you happen to have an inline DSL filter (as shown below) that should have been supplied with your router.

would this still be considered quite low?
I cant see it being electrical interference within the house,
The line from the pole comes underground and straight into master socket.
Had the master socket replaced last year as there was interference on phone line at times, but not all the time.
When there was interference on the phone line before, i noticed that if i plugged out the router from the master socket the interference on the phone line went away.
i told the openreach guy this, but he though that couldnt be the case.
He changed the master socket and the issue has been ok since.
The master just has 1 phone and 1 router connected
