Seems like there is more underlying issues with the line that the engineers are investigating. @dyha5b did the engineer break down what needs to be done?

In another browser tab, login into the Plusnet user portal BEFORE clicking the fault & ticket links
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

The 2mbps "discrepancy" might not be a faulty router, but more likely that the test device and the router negotiated sync speeds at different SNRMs. Sync speeds cannot (must not) be compared in isolation from the other line metrics.
You will know what the SNRM is for the router's connection ... but what was that metric on the test kit?
Also there could be an inter play between the router and the exchange's chip sets!

so the saga continues...
On Wednesday 27th September - Openreach enginers came out (3 in total) with a cherry picker - they were here about 2 hours, testign the cable, checking the various DP on the poles between house, drive, lane and main road. Found a minor connection issue which was fixed
great bunch of guys. then found physical damage in the cable where it went over the garage roof - cable has been lying across roof since we moved in nearly 2 years ago - I have asked about it before but nothing was done on previous visits
So cable replaced between house and first wooden pole. Speed tested - 7mbps on BT tester, 5mbps on my plusnet router. Openreach engineer reported router as faulty and a new one was then ordered by plusnet.
new cable now is supported above garage roof using new support poles on the house and new connection on the first pole
Old router worked well for a couple of days, then gradually speed started dropping again, where on Monday this week it was hovering around 2-3mbps. New router arrived and setup. No change to speed .
Phone has mains hum noise and a regular clicking (about once every 10 seconds) ran quiet line test - phoned 17070 - can hear hum and clicking on that test too
Connected plusnet with a phone fault, initial test showed clear, asked if I wanted additional test - message came back to say they have found an issue with the line and it has been handed over to their suppliers for investigation. They have given a response estimated time of 6/10/2023 at 5pm
Got an email from Plusnet (did have call with them yesterday - helpful guy John F) to say that the broadband issue has been fixed and they are showing I am gettign the minimum of 0.4mbps they promised
When I try to login into plusnet website either via the link in the email or by typing www.plusnet.com into my browser I now get an error:
This site can’t provide a secure connection www.plus.net uses an unsupported protocol.
ERR_SSL_VERSION_OR_CIPHER_MISMATCH
so I cannot update the ticket to say there still is a broadband fault
roll on Friday at 5pm

forgot to say that most of the time the https://speedtest.btwholesale.com/ fails to load, first page comes up but no GO button,
ookal speed test shows about 0.8mbps download
just ran a BT test
140ms
0.22 mbps down
0.64mbps up

Plusnet just called me - frendly chap M, told me my fault was upgraded to a complaint so as soon as anythign is done, a person will call me (John F already told me he will call on Saturday anyway) rather than rely on the automated system
Fault appears to be between my house and the first DP - hopefully not the new cable or joint they put in last week, although my neighbour about 700m down the lane has no phone or broadband at all and they're on the same multicore cable overhead as we are
Service from plusnet has been friendly and efficient and just hope these underlying infrastructure faults can be cleared up

Do you live in a rural area? For a while I had a regular click on my ADSL line for a period, and poor SNR - until I moved my electric fence earth bar.
