I receive plusnet and free online mail in gmail and outlook email clients.
It seems that gmail gets it first and i read it and it stays in gmail.
But outlook then doesnt get the emails.
Is there setting on webmail to say send to both clients even if one has been sent and read by another client. Cant see anything in settings. Or maybe is the Outlook the problem. thanks

This is essentially a Gmail "problem" - not the server nor Outlook.
Your description infers that the Gmail service is configured as a POP3 client. The default operation mode of a POP3 client is to download and REMOVE emails from the server immediately. Thereby they will not be available for another client - however configured.
The Webmail client Is essentially an IMAP client and will show what is on the server (a good way of checking what is going on).
Outlook can be configured as either POP3 or IMAP.
If you want to access the same mailbox on multiple devices, you would find life simpler if all devices were configured as IMAP clients.
In another browser tab, login into the Plusnet user portal BEFORE clicking the fault & ticket links
