Has no one stopped to consider why prices went up 9.3% across the industry this year?
The idiots at Ofcom have failed the British consumer yet again. Putting the compensation burden on ISPs is the wrong solution. Until BT Wholesale and BT Openreach have to fund user compensation out of their own pockets, there will not be the desperately required quantum leap in their service standards.
In the meantime, the ISPs pick up the costs of their failure … and pass that cost on to the wider user base.

Given the story was about PlusNet offering Automatic Compensation in the near future that was what came first.
It is normal practice, is it not, for relevant information to be provided at the end of an article for background.

Indeed Brian, it was typical - write a "berating stir it up headline" and then provide a relevant moderating context at the end ... after most will have stopped reading the article.
This is mischievous journalism in that the context is only laid out as an after thought.
The whole concept is shabby - rather than expecting the ISPs to deal with BT's failures, Ofcom should be fining BT Wholesale and BT Openreach direct themselves for each and every foul-up. Ofcom has failed the British Public ever since Sharon White - the Whitehall fast-tracked mandarin - took the helm. We do not hear objective journalism on that consideration do we?
