Phone calls over VOIP

If a VOIP connected phone (or another cell phone) is calling another cell phone then what would be the reasons for no ring tone and the connection falling through to voicemail? (Barring the event that the cell phone was without power).

Could it indicate a lack of mobile network coverage?

Maybe the person you are phoning has a nuisance caller blocking app on their mobile, and your caller ID is on their block list ?  Wink

The destination mobile not having a network signal is the likely cause. The fact that the call originates over VOIP is not significant.
