Safeguard category settings not saved.

My Category settings have recently stopped working.

I block a category and save the change. The category is shown as blocked initially and I get a email confirmation that my settings are updated.

However on closing the safeguard windows tab and then opening up a new tab and loading safeguard my category change is not updated.
