Safeguard or Access Control to block url at multiple times of the day?

Hello, wonder if someone can help me or make a suggestion?
So my kids (6&7) LOVE youtube. Now I don't particularly mind them watching it but I'd like to place some restrictions on how often they can access it as I'd prefer them to access other streaming services such as BBC & Disney.
I'd like to block the youtube.com url on just our TV between the hours of 6-9am and also again from 3-5pm.
I work from home and find youtube useful for photoshop tutorials etc so ideally it would be great to just block for that TV device (they don't access via tablets/phones etc).
I've had a look at safeguard but this seems to only allow a block across the whole network and it only appears to let you set just one timer. So not great if I need access on my work computer.
I've had a look at Access Control on our Plusnet Hub Two manager and whilst this can allow me to set a device group (to include the TV) and set multiple schedules it will block all internet access to that device group, so option for access to the other streaming services isn't available.
Am I missing a trick here with either Safeguard or Access Control? Or if this is not possible to achieve using either of these options, can you suggest an alternative?

My perspective...
Go moan at the developers of TVs? It is their apps on the TVs.
