Website says I'm on VPN and so blocked. But I'm NOT on VPN

A website is blocking me from interacting with it because it thinks I'm using VPN - and I ain't!. I can connect fine via my phone. I have tried to change my ip address by leaving the router off for 3 days, but now I still have the same IP address.  Do I have a static address? And if so, how do I make it dynamic and/or change the ip?

What's website address? Also, have you tried contacting whoever owns it?

I have contacted the website - and got no reply. The website is newtumbl.com. Googling indicates that other people have had similar problems on a number of sites, including Netflix. I was hoping a simple change of ip would fix it
