Interesting, there's no publicity and no details online, but the web site says:
Simple options to keep you connected
If you’re reliant on a home phone service, don’t worry we’ll be able to help advise on digital phone options which may be available to you. Just contact our team on 0330 1239 123
Hopefully someone who "really knows" will "let the cat out of the bag" here soon......
There's also this comment:
Don’t worry, just get in touch and we’ll advise on other digital phone options which may be available to you. Call us on 0330 1239 123

Will Plusnet simply advise you to move to sister companies BT and EE which offer VOIP?

If moving to BT or EE are the only options offered in order to retain your landline phone number,
be aware that you will lose your Plusnet email !

Theoretically ISPs are supposed to provide additional support to vulnerable customers, with things like transitioning landlines to digital phones, and provide an uninterruptible power supply so the digital phone still works during a power cut, etc.
If you think it is appropriate, you could on your mother's account, register her as vulnerable, using this form

For anyone still on ADSL broadband and is unable to upgrade to "Fibre" (SoGEA) or "Full Fibre" (FTTP),
I would suggest reading carefully this topic - ADSL and PSTN Loss

Whatever you do, your mother's landline will be come a VOIP service within a year or so if she wishes to retain a service.
The two main options are to stay with PN for internet and use a VOIP provider for the phone.
Or you could transfer to BT / EE foc if done through PN. This is the simplest (but not cheapest) way of getting the phone to work.
Leaving PN will cost any add ons like PN email your mother has.

Hi @rehtnap2023 thank you for getting in touch.
To add to the earlier comments, I can confirm that what you have been advise dby both @outcast and @bmc is indeed correct:
"ive asked before if plusnet are going to be able to keep land line via the broad band and told no..my mother rang plusnet today to see about changing over and was told they are going to do a land line service over broad band but only to existing customers..isthis correct or has the guy she talked to got the wrong info.?"
Plusnet does not have a digital voice product in offer currently, without listening to the call I am limited to what I can comment, however, the correct advice would be to say no. For our existing customers that want to keep their landline number, we start the migration to our sistem company EE, which provides a digital landline service over the broadband. Furthermore, for vulnerable customers that are reliant on the landline for a careline/telecare device, they are provided with a power back up unit in case there is a power cut.
I hope this clarifies the situation, please let me know if there's anything else we may look into for you.

The "landline" that Vodaphone mentions will be VOIP - not copper.
For the moment, PN will renew contracts that include a copper landline. However, OpenReach are terminating WLR contracts (which provide the phone service) on the 31st December, 2025.
Right or wrong, PN have made a decision (or more likely BT have) that no VOIP service will be offered. They are being positioned as a basic internet supplier within the BT Group.

"vodaphone as their service is clear that they do offer landline phone in with the broad band..plus net seem to be dodging the subject and not being clear.. its not rocket science to say either yes u def can have ur land line or no we aoint gona do landline"
It is quite evident that Vodaphone is not being clear about their offer - they are NOT going to be offering "landline phone" as you know it. No provider can give you a "landline phone" service as you have at present.
Like may providers, Vodaphone are offering voice services over internet (VoIP) not the same service you know as "landline phone". Unless the supplied router has an in-built ATA or DECT base station (similar to the routers supplied by Zen) then you will also need to buy additional kit to user your existing "landline" telephone handset(s).
Plusnet are not dodging the issue, they are very clear; they will not be offering VoIP services. If asked, they will renew existing contracts without change for as long as the PTSN service remains available from their supplier.
If there is any ambiguity, it is in user's understanding of the difference between land line NUMBER and SERVICE: "You can keep your landline NUMBER with any VoIP provider of your choosing, but you cannot keep your PTSN landline SERVICE." and this is regardless of which ISP / CP you choose.
If you want to keep your broadband and VoIP service together with a single provider, Plusnet will offer to arrange migration to EE (using their Digital Voice service) mid-contract with no ETCs.

For info. I installed a Voda hub a bit back for a neighbour, as it happens on a FTTC service. It has a built in ATA. Actually there were two ATA outputs on it, both operational on the same VoIP number.

Thank you for your recent message.
Openreach are gradually transitioning the UK network over from the copper infrastructure (ADSL and FTTC to (FTTP) With this in mind, we are no longer able to offer no contracts which include a landline. Some providers are offering broadband (FTTP) along with a digital landline however this is not something we are offering currently.
Apologies for any inconvenience caused, should you have any further questions then please do not hesitate to reach out.
