Console yourself with the thought that DLM is equally unpredictable on ADSL connections as far as I'm concerned - DLM currently seems to view my connection as being in better shape than it was before all my recent difficulties, which it isn't (I use the word 'currently' advisedly!)
Perhaps he/she/it will become imbued with the spirit of Christmas and give you a surprise present (a good one! :))

So yeah DLM can be very sensitive
that fault checker is far from reliable at detecting crosstalk. It also says for me no crosstalk yet my line syncs at 73, but on day 1 it had an attainable of 110
you are just "guessing" its DLM, Whilst I have a unlocked modem and also monitor other lines with unlocked modems, we see raw stats not just speedtest results.
You will not have "no crosstalk" on VDSL unless you the only pair activated on the cabinet.

my situation is different though - DLM had set interleaving without effecting speed. I had power outage few hours after coming back on DLM had removed interleaving and speed dropped? Which tells me DLM had intervened.

It is impossible for a fault checker to have a result that shows crosstalk in an either on or off state that works in a truly meaningful way. In reality there are an infinite number of levels of crosstalk ... at what point do they display yes or no to detection? Once there are two lines on a cabinet, they are guaranteed to have some amount of crosstalk, because they are guaranteed to share some distance of shared cable, even if it is only the tie pair between PCP and FTTC cabinet and the cable plugged into the DSLAM line card.

What evidence told you that DLM had intervened? What evidence told you that DLM had set interleaving without affecting speed?
On the face of it, none of the situations you describe match the impacts of DLM - even just the timing.

That graph is for 0.4mm cable, whereas 0.5mm is more common here in the UK, so distances will be different. However, the scale of impact is easily seen.

Ugh.
Should I continue waiting?
By the way, what is the most appropriate way to turn off the router + open reach modem? I may consider repositioning the modem in my house so I'm curious..

Go to 192.168.0.1 or 192.168.1.1 (try both)
Log in, details are underneath router or on plastic card,
Then there should be an option to disconnect.
Never just yank it out the plug as that will hurt the DLM and make it think that you have something wrong with your line.

(a) That the DSLAM can recognise the "dying gasp" sent by the modem at power off.
In this case, you power down the modem before unplugging the phone line (if you need to do that at all), to ensure the dying gasp signal gets through.
Actions:
Power down whenever. Then remove line if needed.
Power-up & replace the line can be done in any order, at any time.
(b) That the DSLAM ignores the "dying gasp", but makes a guess based on the collection of statistics every 15 minutes.
In this case, the assumption is that DLM does not count the disconnection as ominous if it sees an empty 15-minutes of statistics. Instead it believes the modem to have been turned off deliberately.
As you can't tell when the 15 minute periods start/end, you have to allow 30 minutes to be sure.
Actions:
Power down, or remove line, whenever
Do not power-up or connect the line for at least 30 minutes.
I used to believe (a), but I'm being persuaded that (b) is the right action.

They continually tell me because my speed is above my 48mbit estimate, there are no faults and thus can't/won't do anything about it.
Frankly, that is completely and utterly inaccurate. When I first signed up, I was guaranteed 60mbit or above. That was my estimate. I even phoned them and they said yes, you will receive a minimum of 60mbit.

These 3 addresses are different, one will work, the others wont, I can't tell as i don't use Plusnet supplied router.
Log in to technicolor gateway by using login credentials. I know the password is the serial number beginning with 'CP'
Under broadband connection you'll find an option to disconnect.
Click on that then you can power down router and modem and reorganise set up.

your not alone in this, my estimate when i joined back in March was 67Mb i synced at 65Mb, i then got a line issue in May which dropped my speed to 59Mb and BTO had cut my estimate down to 38Mb i only found out when support stated what it was during their tests, like you because i was way above my estimate they wouldn't do anything about getting my speeds back once the fault was sorted out, when i asked why BTO had cut my estimate down by so much they wouldn't give me an answer i still don't know why they did it and every time i asked plusnet they wouldn't say anything.
i had another drop a couple of months back taking me down to 46Mb again because of my now cut estimate plusnet still wouldn't do anything, had it been my original estimate i would have been below the 25% required drop for them to do something about it, i guess i know the reason why the estimate was cut but of course BT / plusnet would never admit to that.
sadly your stuck with what you have unless it drops further and the BTW test goes into the red, which if BTO keeps cutting estimates so they don't have to do anything that ain't going to happen. my speed has increased a little to 51Mb but it has taken almost a month and a half since my last drop to do so, hopefully you may see the same thing I wish you luck.
