Basically after a failed FTTP install, because of the ducting under my neighbour's drive making it very hard to thread the fibre cable to the property, this would help solve my problem.

It wouldn't help with your problem as your issue is physical related ie getting the cable into the property, the trial is for those that haven't bothered to switch to full fibre for what ever reason and helping them to do so.
quoted from the article
The C2F solution is thus designed for areas where FTTP is available, but customers – for whatever reason (e.g. awareness of its availability, lack of interest, fear of switching etc.)

Basically, the water company fixed the drain but made a pig's ear of the drive, and it was a pain for my neighbor to get it fixed properly. He'll only agree to the work if the drive was put back in its original state. Openreach was not willing to do that.

Does 'put back in it's original stste' mean after how the water board finally 'fixed it properly', which sounds very fair, or how it was before the waterboard started, which sounds to me like a very big ask.
Is there any chance that there is a different route to your neighbours property, possibly if the neighbour requested FTTP, and then a different route between the two houses?

Basically, the waterboard fixed the drain but left the drive in a real state. I think had to really fight them to get it back to a good state.
