As for wrong provisioning, your user portal reports your CURRENT speed to be 160mbps. That comes from BT's service reporting.
In another browser tab, login into the Plusnet user portal BEFORE clicking the fault & ticket links

What is the make/model/spec of the old PC ?
If it is running Windows, what is the make/model of ethernet adapter (look in Device Manager > Network Adapters)?
Even a typical 15 year old PC with 100mb LAN card should be able to report 90 mbps in speed tests imho.
fwiw, can you enable ping on the router and use BQM to check for possible packet loss?

But it is not just the NIC to consider! Why do people only believe that the only thing which could possibly be wrong is the link ... or worry about speed in the absence of an operational issue which might have speed bandwidth as a significant contributor?

@Townman Concurrent download test:
Laptop #1 10Mbps
Laptop #2 45Mbps
Phone 25Mbps
All normally achieve 60Mbs to 70Mbs individually, but tonight:
Laptop #1 74.8Mbps
Laptop #2 72.4 Mbps
Phone 69.5 Mbps
Laptops on 5GHz, phone on 2.4GHz
I shall perform further tests as you describe.

@bill888 Old laptop is a Vostro 3560 with Intel Core i7 processor.
I couldn't find details of the hardware from where you suggested, but the manual for all builds says:
Network adapter 10/100/1000 Mbps Ethernet LAN
I have only just enabled the ping for BQM and it currently shows this small time sample:
Not sure if that's of any use.

Do those spikes coincide with the data speed tests?
"Old" laptop is an i7? Wow - what are the new ones?
Can you please check the router network interfaces and confirm that the LAN port to which the old laptop is connected repots a 1Gbps connect please.
Can you please do speed tests to the other data speed tests services as well.
On the laptops can you also run up task manager and inspect the CPU, Memory, Disk and Network utilisation during the speed tests. O the Network graph right click and select "View Network Details" - it will show the connection speed ... interestingly, mine varies 24-90mbps with an i7...

Your 2012/13 Vostro with 3rd gen i7 is more than capable. I have several 2012/13 Latitude E6x30 with slower 3rd gen i5-3400m/3210m processors with gigabit ethernet ports. Quick google search confirms your Vostro uses Realtek gigabit ethernet interface.
I don't know what wifi cards ship with the Vostro but they will be either single band cards or may be a dual band N600.
If laptop is running Windows, search and launch 'ncpa.cpl'. This will bring up the Network Connections control panel. Double click on the active Ethernet icon to check link speed is gigabit. I presume you used a cat5e or better ethernet cable.
If it is using 3rd party antivirus software, turn it off temporarily. Later Dells also shipped with smartbyte software which is known to degrade speeds.
There is no packet loss from the image you posted.

@bill888 @Townman I shall continue with the test as time permits, but it seems there are at least two other tickets (I think you may also be active on them), but it appears that ClaudiaG3 at Plusnet states it's a known problem.

I have an updated BQM which shows I believe all is well. The yellow spikes are indeed when I did download tests.
@bill888 I did a speed test on my laptop 2 (this is my middle 'age' laptop XPS 15 9560) using Win 10 (as MS won't allow this processor on Win 11) with the very large download you suggested.
This is mid download.
It remained similar to this to end of the download.
I realise you all want wired connection data, but I checked the spec of the WiFi and it shows
Does this really have a wireless speed of 866Mbps?! Seems very high...
I still think (but happy to be proved wrong) that my previous results of 3 systems doing a speed test and the sum speed maxing out at 80Mbps indicates somehow and somewhere I'm being capped at my old contract rates, especially as 2 others have exactly the same issue.
I will persevere with tests and data as requested.

The 866.7 Mbps link speed reported in Windows for your wireless adapter is the 'sum' of both the transmit and receive wireless links, and is an indication of the quality of the link. It means your laptop is close to the hub to get a good signal.
866.7 Mbps is the max for 2x2 Wifi-5 (802.11ac). (ie. your laptop has 2 aerials)
In the real world, the absolute maximum transfer speed in either direction is typically 'around' half this value.
eg. if you had full fibre 900, the maximum download speed when running a speed test may be anywhere between 422 to 469 Mbps over 2x2 Wifi-5 in my experience.
Thanks for confirming the download data rate for the large 4.3GB Microsoft Office disc image file from a Microsoft.com server, is very similar to results returned by speed testers. ie circa 75 Mbps, and no where near 145 Mbps.
If you haven't already done so, check and replace the ethernet cable between the ONT and the hub two with a decent CAT 5e or CAT 6 cable. I would use spare ones supplied originally with Hub One and Two.
Personally, I think there is a bizarre technical fault either with Openreach or at the Plusnet end. Something seems to be causing download speed to be capped at 'old' rate (or half the 'new' rate). It's unlikely all of your wired/wireless computers, old hub one, or new hub two, are to blame for the low download speeds imho.
I just had a thought. I wonder if the ONT is faulty?
eg. defective ethernet port etc?

I forgot to add as you have a rather nice 2017 era Dell XPS 15 premium laptop with 'Killer' wifi, remember to check if Smartbyte is installed, and perhaps remove/disable the software if present.

@bill888 Thanks for the detailed clear description regarding WiFi Mbps, I'm learning all the time!
I think it is likely to be a bizarre technical fault, probably a value set on a server somewhere.
The cable between the ONT and the Hub 2 has been changed from the one OpenReach left to the one that came with the replacement Hub 2 without any effect.
Does the ONT do any more than handle the wired network to optical interfacing?
I guess I'm asking if it gets a speed setting from the BT end?
I have reset it by a power OFF/ON cycle, probably off for 10 minutes, is that enough? The manual implies just powering off and on straight away.
If I unplug the Hub 2 can I plug the ONT straight into the laptop as a single wired port? I think I read somewhere you can do that.
Yes I like my Dell XPS 15 has good performance and battery life. The only issue I had was to replace the power socket as it became intermittent, but that was relatively easy.
I just checked again and do not have Smartbyte, I recall this issue from a few years ago, but fortunately for some reason it has never been present.

I'm afraid I don't know much about the inner workings of the ONT.
If you google Openreach GPON, you may be able to find the answer elsewhere.

@bill888 @Townman Tonight I got access to my very very old Vostro 1500 which dates from around 2005 but it has an ethernet port Only 100Mbps interface, but Speedtest gave very variable results up to 57 Mbps (mostly around 30! so this may be a Speedtest site issue)
With my other Laptop let's call it Laptop 3 the results were up to 66 Mbps (but again a bit variable!)
When the two were tested at the same time the tests (best results) were 42 and 18 so a combined maximum 60Mbps so nowhere near my 160Mbps package (or 145 to 160 as Plusnet say).
Does Plusnet Support look at these forum posts or do I need to phone them to log this issue?
If anyone can flag this issue to Plusnet it would be appreciated

You don’t by any chance have a static IP address? I ask because in the past there was a profile control on the Plusnet static IP servers that sometimes got overlooked as they were none operational on the dynamic accounts. I have no idea if they still exist or whether FTTP use the same gateway.
