I've been told I'm reaching more than my minimum guaranteed speeds but I'm not

Last Thursday I was upgraded to Unlimited Fibre Extra and was told I would reach minimum 65mbs. I haven't, the most I've reached is 59mbs and the lowest I've seen is around 35mbs. I received an email saying Plusnet believe I'm reaching more than the minimum, I'm obviously not. I've attached 2 screenshots using the bt speed tester.WifiWifiEthernetEthernet
