I also did a factory reset over the phone with Plusnet, twice.

I don't think it's the cable and you have tried two.
If you have a device with a wired network connection try the cable between the device (laptop etc.) and the Plusnet router.
If the device sees the router page when you open a browser (try entering 192.168.1.254 if needed) then it looks like the cable is OK.

If it was me, I would be looking at the PPP event log of the Hub Two, this records the broadband user attempting to logon
The event log is found here
Change the Category to be PPP
You can either take a screen shot of the full page or export the file and attach the downloaded csv file

Right....
The three green lights also suggests all is well with the cable.
My Openreach box (ONT) has power (green) LOS (out) PON (Green) and LAN (Green but occasionally flashes)
Have a look at the LAN light. If yours is occasionally flashing that's good, if it never flashes it suggests that the router isn't working and you are on for a trip to Argos.

No. LAN light not flashing means that there is no data traffic for a myriad of reasons.

You need to be connected to the Hub two WIFI for the link to work, if there is a message about the site not being secure, accept the risk and continue
