Does the Plusnet router support Dynamic IP Address (or how else might I simply resolve that (now) obvious conflict)?
Change the TP link IP address to something outside of the Hub 2 DHCP range. The default DHCP range is 192.168.1.64 to 253 so I'd suggest 192.168.1.63. Also you need to make sure that the DHCP server is Disabled on the TP link

With regards to the TP-Link 300M Wireless N Access Point, I would either change the IP Address to 192.168.1.1 or preferred select the Type to DHCP.
Also ensure 300M DHCP server is also turned off.

I have previously done just that (see thread) - ie disconnected everything from the Plusnet router EXCEPT the test PC (ethernet) and then re-ran the speed test - same result (glacial upload speed).

This is vividly illustrated by the time it is taking to upload these forum responses - a text response with a screenshot taking minutes to upload!

@ianfbrooks I don't understand why you would want your PC to have both an ethernet and wi-fi connection active simultaneously. This is likely to cause IP address confusion. Your later post also shows you have IP address problems in your funky network set up.
As you achieved the expected upload speed with your PC connected by wi-fi this would suggest that the FTTP service is working correctly and the ONT connection to the router is OK, meaning the PC to router ethernet connection is the problem.
Have you tried the suggestions from @bill888 in message #13
In these kind of situations where there appear to be lots going on causing problems it is best to try the most basic test possible that is....
A direct PPPoE ethernet connection from the PC to the ONT with no wi-fi enabled should confirm if it is the PC at fault.

That does make sense to me because I want the device to be in the same place IP-wise (otherwise how do I manage it in future?) However if I have read correctly, @Dan_the_Van seems to be suggesting "....or preferred select the Type to DHCP" (which is dynamic, so how would I find it to manage in future?). Absolutely NO wish to pit you helpful people against each other but, unless I've misunderstood (or it's simply down to opinion) it appears to be opposite advice.....and you did embolden the word 'disabled' after all 😉

After a bit of research it appears to turn off DHCP on the TP-Link device you need a static IP address on it.
So change it to anything below 192.168.1.64, so 192.168.1.63 would be a good choice,
The DCHP server on the TP-Link needs to be off (image shows enabled)
I also suggest starting again with the setup.
1) Using a paper clip or similar reset the Hub to the factory defaults
2) Connect a PC with "IP assignment set to Automatic (DHCP)" setup in Network properties to a LAN port and the Hub WAN port to the ONT.
3) Once the light turns blue on the Hub navigate from the Home page >Advanced Settings >Broadband
Here you will see the connection details and broadband username, it should be your <account_name>@plusdsl.net
4) check connection performance with a speedtest.

Devices can have DHCP addresses assigned which are always the same. You use the DHCP address allocation tools to make the address reserved.
In another browser tab, login into the Plusnet user portal BEFORE clicking the fault & ticket links

@ianfbrooks you're confusing the DHCP server function on the TPlink with how it obtains its own IP address. It can get its own IP address (from the Hub 2) via DHCP OR it can be assigned a static IP. The DHCP server is a function which allows it to assign IP addresses to other devices on the network, you ONLY want one DHCP server on the network (the HUB 2) otherwise you will have serious problems!
From @Dan_the_Van s research it would appear that the Tplink MUST be assigned its own IP statically if you wish to disable its DHCP server (which you do!).

It took a little while to figure out how to login to the Wireless Access Point (with the conflicting IP address) with two devices on the network/same IP addresses. Didn't like saving either (or didn't like my IP choice maybe) but got there in the end.
After the (previously referred) wireless speed test (PC) that showed a decent upload speed with the ethernet cable disconnected, I used a laptop with an ethernet connection with very acceptable results (see attached) - Jeez how that IP address conflict had well and truly must have stuck a spanner in the works as well as having what seems to now be 2 seperate issues! With the IP issue resolved it narrows things down so to me it would suggest it's somewhere between the PC and the Plusnet router......and if the upload speed over WiFi is fine then surely it's the cabling in between - the main infrastructure cable is fairly new and was tested....... but I clearly may have to re-look at that. Can't think what else it could be?

Has the PC been powered off/on or at least had its DHCP lease renewed ?
If the DHCP server on the TP link was active, then the PC MAY have got its DHCP lease from that rather than the Hub 2. It will need to renew its lease from the Hub 2 before it will work properly!!

We had a power outage last night so EVERYTHING got re-booted. I've since carried out speed tests with the PC and Laptop wired/WiFi on the same cable(s) 'direct' to the Plusnet router (ie completely bypassing the downstairs hub via the cable directly connected to the Plusnet router) - the laptop is fine whether wired or WiFi but the PC reports the same slow upload speed on a wired connection ONLY (WiFi is fine/same as laptop on WiFi).
Something is clearly causing a slow upstream connection but ONLY the PC when it's ethernet cabled - I am scratching my head for what is left to test tbh!
The overwhelming positive is that Plusnet fibre product IS OK and we can now at lest work with a useable/fast upload speed (albeit the PC will have to be on WiFi). Thank you to everyone who took the time to wade in with constructive assistance.

If PC is running Windows, you could try deleting the ethernet interface in Device Manager, then let Windows reinstall it.
To rule out Windows issues, perhaps download a linux distro and boot it from pen drive and do a speed test. I've used Puppy Linux (Ubuntu Bionic) which is light-weight.
If it looks increasingly like the ethernet port on the PC has a hardware fault, perhaps install a new network card if the PC has expansion card slots. You could also consider USB3 to ethernet adapters, but a network card would be far better if you have a choice.

With the ethernet cable only connected on your PC (wireless disabled) can you post windows cmd result for ipconfig /all
