Unsafe fibre cable installation

I'm a relatively new customer of PN Full Fibre. The actual quality of service of my new line has been very good - I'm consistently getting speeds at the 145Mbs I'm paying for.

However, a problem has arisen with the actual physical installation of the fibre cable. The Openreach engineers ran a buried line from a junction in a shared passage which runs along the row of houses where I live, then through my back fence into the garden then onto my house.

Clearly they didn't bury the cable deep enough, or supply enough slack in the cable run, because neighbours rolling their wheelie bins up and down the passage has dislodged it and it is now straddling the path. This is possibly going to result in an elderly neighbour tripping on the cable and blaming me, or the fibre getting broken and my service being lost, or both.

To whom and how do I report this to get it resolved urgently? There does appear to be a public safety issue here.
