Would anybody be surprised to hear the PSTN switch off has been delayed until end of Jan 2027.

It's been on the cards for all the reasons given in that article. Hopefully the delay will ensure a coherent transition and address the issues raised. BT was aware of these issues from the start yet put the onus on resolving them onto it's "partners" and customers.

allowing us to align the programme with full fibre broadband customer upgrades where available.
AKA , 'we've finally realised that voip doesnt have suitable resilience to power failure when provided over FTTC' so we'll delay it until we can get more customers on FTTP. There's then a smaller number of customers affected and hopefully the media won't make too much noise....
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

One could suggest the delay is more around "BT Groups" profits and dividend payments rather than the end user being inconvenienced or not ready.

Yes, though the story was updated yestrday, to point out, Openreach had pointed out that the PSTN provision to ISPs will still expire on 31/12/2025, but there will be options to have 'specail' contracts for some customers to extend to 31/01/2027.
Only in legacy GPO culture (OR, BT, Royal Mail, Post Office) could such a confusing dual drop-dead date scenario occur ! (A bit like the expiry date(s) for non barcoded postage stamps !)
