Phone rings but on answering, only hear buzzing.

The phone rings and the caller's ID appears.  We press the green answer button but can only hear buzzing.  The caller hears the phone ringing.    

I have tried different phones but the result is the same.

We can not dial out either.

Internet is fine.  

It would appear to be an external fault related to the incoming line or exchange.

Some sort of linetest would be appreciated.

The OpenReach engineer is coming tomorrow. A basic test confirmed our experience - phone rings, caller ID appears, we answer but the caller continues to hear the ringing tone. Then the BT, answer phone kicks in - for which we have a notification but can't call as we have no dial tone.

Faulty connection on line at the nearby telegraph pole.
