The data related to the call can be routed into a UK facility and then VoIP would work as per OFCOM. (Just a thought).
I have had voice calls (callbacks) from e.g. British Gas terminated in the past month or so.
"All that is really required is full compliance with the GC C6 requirements which have been around since 2018 - that is the presented CLI must be valid and dialable."
Unfortunately operators don't comply with that, and tracing the source is extremely problematic. Also the number may be diable, but can result in a recorded message offering services which do not reflect that which was originally stated on the first call. The whole thing is one helluva rabbit hole (IMO). It ain't just a BT problem.

The presented CLI being a number which can be dialled would be a massive improvement. So many scam calls present a CLI which cannot be routed.

An originating call (from outside the UK, using VoIP) can be presented with a false CLI. That number is likely to be a valid number, possibly unconnected to to the business that actually operates on that number. Which then leads to that number being reported as a scam. Which then leads to people reporting (valid) calls from that number as scam (or blocking the number) and other problems. The problem is complex. The current solution and problems with it have been apparent to me (calls internal to the UK being dropped).
