Mess with contracts and bills

I have just moved and Plusnet caused a major delay for more than 3 weeks. The representative said there will be a compensation and he promised to set me a new contract and have a discount of £11.94 with monthly fee:

The discount that needed to be applied to your account has now been completed.
The discount is for £11.94 and will last for 23 Months
This ticket will now be closed, as no further action is required.
Customer's name: 

Unlimited BB (Contracted) - Market 2/3 (Subscription) discount (23 months) - £11.94

After a few months, I just found the bill is now £27.44 which is even more expensive than what I was paying before (£23). so now I am using the most basic plan with 1mb upload speed and a more expensive price than a new customer, plus that is after a £11.94 discount.

Called a representative and he said there is nothing he can do, needless to say, I feel being scammed and is a very unhappy customer now Sad
