My full fibre service was activated earlier so I thought it I'd log in and buy a static IP address but the option was no longer there. I called up and was told this was no longer available. If this is the case it seems to have been dropped very suddenly and with no notice? Can anyone confirm if this is correct?

There has been no announcement of the removal of static IP address availability. Certainly some users have reported that the ability to add (or in my case remove) static IP address has disappeared from the user portal.
There is some possibility that the agent you spoke with got this wrong - you could try phoning again. In the meantime, another SU has escalated this query for clarification.
In another browser tab, login into the Plusnet user portal BEFORE clicking the fault & ticket links
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.
