I recently had fibre installed in my house by Plusnet, during which they drilled a hole in my wall facing the street. Since then black mould has steadily grown around the area it was installed. Can I ask Plusnet to come and properly seal the hole to stop the moisture coming in?

Plusnet did not install fibre to your property, this was done by Openreach.
