No, it isn't.
You'll struggle to find a consumer router that does this.
If it's something you require, then I'd suggest researching PoE switches.

I don't use a PN Hub2 but I think it's extremely unlikely it is capable of providing PoE, in fact I'll go as far as saying "No, it can't".
What you need is a PoE switch, or perhaps if you just want to power a single device you could get a PoE injector.

If you go for a PoE injector, then be careful to get one suitable for your device - some are passive so just pass through whatever voltage you supply whether or not the receiving device wants it, some will provide 48v, some 24v, some will limit the speed to 100Mbps (or even 10Mbps). If the device is 802.3af/48v capable then something like the Ubiquiti U-POE-AF should do it.

under the "Technical Specification" section, says - "Supported voltage range = 44 to 57V DC"
