Hi Grant,

Your router is in sync at 1.2mbps, which is in-line with your estimate:-

The highest observed throughput I'd expect on an ADSL line is about 1.3mbps.

So in short: yes, it's normal.

An upgrade to a Fibre product would likely see your upload speed increase to 19mbps or so.
