Because they were loss making or to fund expansion?
BT was a monopoly, and despite the de-regulation of the telecoms market, they still hold a controlling share in the UK.

Not sure what you mean here? We were bought out, not injected with cash. We still have to operate at a profit.

I believe the cessation charge for non-LLU lines was announced at the end of 2006 to be introduced mid-2007.  Seemingly not actually applied until Sept 2008 however:

We emailed all customers when it was introduced, and subsequently when the cost of it was changed, giving 30 days notice of the change. This cost is standard across all customers and is chargeable unless you migrate out using a supplied MAC.

.... and that is the important part.
If you migrate using the supplied MAC you *DONT* have to pay the £25 fee.
However, check the fees your new provider may charge if you leave them without using your MAC as it's often more than PN charge.

Thank you for taking your time looking this up.  Of Course I am aware that
Broadband is Free for 6 month then £16 there after
Plus the Line rental
There is the other offer where broadband is £8 a month for 12 month plus line rental

Plus.net is a great service and I (for one) certainly don't want them to keep offering customers who moan a bit better and better deals
They have made you two offers, if you're still not happy then you have other options
Plus.net cannot operate at a loss and I wouldn't want them to try
(and no, I do not work for them, just a 10+ years happy customer)

You might be happy as you might be in the cheaper market in which case is cheaper than what plus net was when it first came

If anyone wants to know my offers I was given a offer that was that I have to sign up for a 24month contract NO BRAINER IS IT to refuse a 24 month contract

I'll repeat what I said before, Plusnet is a business, not a charity.
What would be the point of them making an offer to you with negligible profit margin if you are not prepared to make any form of commitment in return?

As I said before, it is costing you more money by not paying in advance for your line rental.
For the broadband charges - once your exchange becomes reclassified by OFCOM, I think you should save £7 a month with PN on the unlimited package.
