The attached letter will I believe be self explanatory as to the market situation at my daughters exchange and the disgracefully long intervals between Ofcom market reviews. However my reading of this letter suggests that Plusnet are using the current classification as a shield behind which to maintain their inflated broadband fees.

Hi,
I'm not sure if you realise, but it is BT Wholesale who charge us the higher rate of broadband supply, hence why our costs on Market 1 exchanges are higher.
BT Wholesale are not allowed to reduce the cost due to Ofcom.
