My phone line is noisy and is over 1 thousand metres from cabinet ,why have I been sold fibre broadband?

At over a 1000 metres to the cab fibre is still viable http://www.thinkbroadband.com/guide/fibre-broadband.html
The fact that you have a noisy line isn't something which would be known as part of the ordering process and in any case the noise source may not be between you and the cab
Have you reported a voice fault (noisy line) as that is the first step to getting it sorted
Have you checked the forecast speeds here http://www.dslchecker.bt.com/
